What are personal data?

Personal data is information relating to a living, identified or identifiable person. Also constituting personal data is the set of distinct information that may lead to the identification of a particular person.
Personal data that has been de-characterized, coded or pseudonymised, but which can be used to re-identify a person, remains personal data and falls within the scope of the General Data Protection Regulation (GDPR).
Personal data that has been made anonymous so that the person is not or ceases to be identifiable is no longer considered personal data. For data to be truly anonymized, the anonymization has to be irreversible.
The GDPR protects personal data regardless of the technology used to process that data – it is technology-neutral and applies to both automated and manual processing, as long as the data is organized according to pre-defined criteria (e.g. , in alphabetical order). It is also irrelevant how the data is stored – in a computer system, through video surveillance, or on paper; in all these cases, personal data are subject to the protection requirements set out in the RGPD.
